Actually Cuba was not an instigator but an island off the United States coast that was controlled by a communist government and a port for Russia ( actually Russian ships still port there). The fact they allowed the Soviets to put missiles so near to the United States was a cause for action by JFK. But he didn't deal with Castro over that he dealt directly with Russia.
