They probably weren't wearing their seat belts for a number of reasons. Ruined/wrinkled clothing, seat belts are usually uncomfortable, no one wants to look like a paranoid freak, the idea of a serious crash was utterly unthinkable, and so on. I suspect simply feeling like they couldn't ever possibly be injured or killed in a car crash played a large part.
The bodyguard, however, was probably keenly aware of his own, and everyone else's, mortality, and he may have been less concerned about wrinkling his clothing... and he was getting paid to be cautious, so putting on his seat belt was completely socially acceptable.

No- NOT wearing a seatbelt is NOT safe. Wearing a seatbelt IS safe. It prevents you from being slammed against the intterior of the car, or being thrown out where you will be crushed by the car. You are NOT strong enough to brace yourself against the impact.
