Because of ever increasing crash safety standards demanding a complete redesign of the car before 2003 model year, and flagging sales of the old model, Chevrolet wasn't in a position to develop a new Camaro at the time. In retrospect delaying the arrival of a new Camaro built up demand that made the new model a great success.
