their fighting skills were superior than that of the persians, the strategy of persian victory was the quantity of soldiers, while the greeks relied on the quality of the soldiers. Also the fighting was on Greek soil, giving them a terrain and tactical advantage. The Greeks were better protected in battle with bronze shields, breast plates and longer spear while persians relied on softer materials. this gave the Greeks a technological advantage over the persian empire.

The Athenian Empire is sometimes called the Greek Empire; however, no completely united Greece was ever formed until very recent times, and it is a slight misnomer. The closest thing to an entirely Greek Empire were the conquests of Alexander the Great.

Its strength lay in its founding purpose: after the formation of the Delian League, Athens came to politically dominate, transferring all of the funds, property and staff into its own navy. After this point, it turned from being "first among equals" to being "only among equals". Because of its location and the naval strength accumulated, it could then command the trade routes and bully any nation that did not agree with it.

If you mean what was so successful about the Greek empire, the answer is nothing. That's because the Greeks never had an empire. The various Greek city-states had their own territories, laws and customs. They were never united as one country.

For example, Spartan had a horrible political system, with oligarchy, monarchy, and democracy all together, yet Athens' democracy more than makes up for Spartan's political weakness. On the other hand, Spartan military make the whole Greece military seem stronger.
