The Soviet Union was not allowed to join the League of Nations because its Communist/Bolshevik was feared by the rest of Europe and by America. For much of the inter war period it was treated as an outcast, an outlaw and a pariah to be shunned. In 1918 had executed/murdered it's previous royal family, the Romanovs. Further wars with Poland didn't aid its chances.
