Canadians took into perspective the framers or systems used in other for the new country. United States, for instance, had a beautifully written Constitution Bill of Rights, and yet the Americans were engaged in a destructive civil war. The problems with the American system of government was that it gave too little power to the central government and too much to the states.

Another obvious model to consider was the unitary systemof Great Britain, where power was centralized in one parliament led by a prime minister. Because of the difference in geographic size between Canada and Great Britain, this system did not seem practical for a country as large and diverse as Canada.
