Morale was low because the Germans had suffered a devastating defeat. Low morale only became a real problem towards the end of the war (1918). The Germany army commanders had simply asked far too much of their soldiers, and the British naval blockade was biting hard. One of the most intriguing features of World War 1 was Germany's ability to manage well against the odds.
