The Vice Presidency was vacated when the President died in April, 1945.

Before the 25th Amendment to the U. S. Constitution was ratified in 1967, whenever the Vice Presidency became vacant due to the death or resignation of the President or the Vice President, it stayed empty until the next Inauguration Day.

Truman the Vice President in 1945 succeeded Roosevelt to the Presidency. Harry S. Truman was the 33rd President and was in office from April 12, 1945 to January 20, 1953. Truman did not have a Vice President for the remainder of Roosevelt's term from 1945 to 1949. His Vice President from 1949 to 1953 was Alben Barkley.

When President Roosevelt died in 1945, months after starting his forth term, Vice President Harry Truman became president. The VP position stayed vacant until the beginning of the next term. Therefore, there was no VP from 1945-1949. The second act of the 25th amendment rectifies this problem (issued in 1967). When the position is vacant, the President will nominate a VP and the VP will take office after receiving majority vote in Congress.

VP Truman had become President and so the office of VP was vacant. In those days, they waited until the next election to fill a vacant vice-presidency.
