Because Henry VIII did not marry Mary and for the son to be king Mary must be Queen.

It was also rumored that Henry VIII may have fathered two of Mary's children. However, being that he never acknowledged them like he acknowledged his son by Bessie Blount, it is plausible to believe that Henry may not ever be the father of Mary Boleyn's son.

She was not immediately made Queen, because her younger brother Edward possessed higher rank on account of his gender. On his early death, she did become Queen, but soon died young herself.
