Good question. They began the war in Africa by first attacking Absyannia in 1935. Then their actions lead to war against Britain for Somalia and the control of the Suez Canal. I think the reason they were not responsible is that this was not a total war on European soil. They did lead the war in North Africa until Hitler promoted Rommel to a Field Marshall.
