The papal States were a group of territories in central Italy ruled by the popes from 754 until 1870. They included Vatican City. They were originally given to the papacy by Pepin the Short and reached their greatest extent in 1859. The last papal state the Vatican City was formally established as a separate state by the Lateran Treaty of 1929.
. The Wikipedia article states that the last of the Papal States dissolved in 1870 when the French removed their protection. At that time, the Pope declared himself a prisoner in the Vatican; the following year, the capital of Italy was moved from Florence to Rome. At that point the Holy Father did nothing, as he no longer had any secular political power over Rome.

The Catholic Church does not have an army. The Holy See (The Pope) has the Swiss Guard as his personal security force, who guard the Pope and the Vatican as well as Castle Gandalfo (Papal summer residence...spend a summer in Rome and you'll see why it's needed!). The Swiss Guard is very small, less than 150 men. The Vatican also has a small police force. The last true army the Pope commanded was the token force sent against Victor Emmanuel II when Italy invaded and annexed the last of the Papal States in 1870. In 1929 a treaty was signed between Italy and the Pope where the Pope renounced claim to the bulk of the Papal States in exchange for autonomy of the Vatican city state and a small indemnity.
