Unless I'm very mistaken I do believe they were.

A group of Politicians, I think members of the SPD (social democratic party) were quickly instated by the allies, after the war had finished and forced to sign to the terms of surrender. This group was later referred to by Hitler as the November Criminals, were the alleged stabbers in the "stab in the back legend". They were called this because they supposedly betrayed the German people by surrendering the war, purposely sabotaging all chances of victory, being Jewish blah blah blah.

But yeah, the reason they weren't invited to take part in the negotiations was because they probably would have said "F**K OFF!", as the terms were particularly unfair. But if they refused they faced the prospect of invasion, so they didn't really have a choice. Not very nice was it?
