Somehow the allure of living in extreme cold, without normal luxuries, with possibly violent Amerindian Tribes, on rocky cliffs overlooking roaring rivers did not seem to motivate the French in the metropole to join in high numbers.

The French could not compete militarily with the English.

To some degree, they were. They colonized numerous provinces in Canada, but far fewer in the US.
