Need to replace both head lights. The high beem is burned out on one side and the low beem burned out on the other side.
It is a government required safety device. The flashing lights are supposed to warn other vehicles that a passenger is about to exit the vehicle.
It would depend a bit on the laws of the area, but usually the requirements put on bike lights are all about the bike being visible, and not about what the rider can see with them. The bike rider not seeing the open door because he didn't have any lights would not clear the car driver from responsibility, but the car driver not seeing the bike rider because he wasn't using any lights just might.
It list the fuses in your manuel. There are three. Under hood, driver side and passenger side.
Aha, another one! Yes, our '99 caravan is acting the same way. I have checked the bulbs and fuses, both checked good. I even checked the wires with a volt meter. No power is getting to the bulb sockets.

it is located under hood in relay and fuse holder. right by driver front fender
Front seating area, driver side, under dash, mounted on passenger side of steering column.
well 1st off, you need to look @ the info. sicker on the side of your driver side door. it has the weight of the van tire size and all of that jazz. at bottom sticker it will say what country your caravan was made in. if your dodge caravan was made in the good ol US of A then your out of luck. if it says your caravan was made in CANADA then you might be in luck. take your Canadian made caravan to your local dodge - jeep - or Chrysler dealer and for a reasonable fee that should tell you if your day time running lights can be activated or not. im a HUGE FAN of day time running lights my self and im looking @ purchessing a 2007 grand caravan SXT and it will be equipped with factory daytime running lights or i won't buy it! starting 1990 Canada requires by law that all Canadian cars manufactors equip their cars with daytime running lights. I think its HIGH TIME THE USA DID THE SAME! good luck 2 u. ;-)
Idk if the GT is set up differently than a GS, but... Check if your passenger side front marker light, and passenger side rear taillight are out too. If they are, it's a fuse. The fuse is located under the hood on the driver side in the fuse/relay box. Take the cover off. In the middle row, you'll see 2 7.5 amp fuses nex to each other. One controls the driver side lights, and the other controls the dash, and passenger side lights. This was the issue in my '02 GS.
If the interior lights come on and go of and chimes sound off f on a 1997 Dodge Caravan there could be a loose connection somewhere. This is a common condition with the Dodge Caravan series.
They have upgraded engines. They have additional lighting.. beacon lights, wig-wag flashers for the head and tail lights, radios, sirens, a shield between the driver compartment and rear passenger area, a rack for the shotgun, etc.
