Typically it's because of restricted flow, either from small pipes or from excessive mineral buildup on the inside of the pipes.
I honestly do NOT believe that water pressure "drops throughout the house" -How do you know that, have you measured it with a gauge at each faucet, or are you assuming. .
The supply of water needed by toilet as it refills is greater than what shower supply is, not actually a lack of pressure so much as a lack of water volume. Pipe sizing needs to be properly sized so this "pressure drop" won't occur. Installing a new shower pressure balancing valve should help with this problem if running new cold water lines of proper size isn't possible or practical.

Someone installed the plumbing wrong. Instead of the water going down into the main lead, it's taking the other toilets route and flooding over, an easy fix unless you have to tear up the floor.
As water drains, it displaces air in the pipes. If the vent or vents in your house are clogged up, the air must find another way out, which could be another drain in your house.

think the drain may be slightly blocked. Your best bet is to call a plumber now to fix it. If you leave it too long you may have toilet water coming up in other areas in your house. You can try to fix it yourself but most of the chemical treatments don't do a lot.
Good question. All of my cats drink from my toilets and when I had house dogs, they did too. It may be because the water is fresher from being flushed. I have always wondered the same thing.

If it was flushed then possibly it ended up in the main house trap if applicable

You will find an adjustable regulator somewhere between the meter and the house ,or in a basement situation, where the main line comes in. you can also try closing the valve, directly below the toilet tank, a turn or two this will decrease the pressure on that toilet only
