The 1991 Ford Explorer should have a separate starter relay that sends power to the starter. It sounds like the relay has stuck and is sending power to the starter even after the vehicle is running.

have a pontiac 6000 2.5 motor and it wont stay running

It could be your EGR valve.
A Ford 1999 Expedition engine is probably not seized if it will start and idle but will then not stay running. This could be due to a clogged fuel system, faulty injectors, faulty spark plugs or a wiring problem, or even a faulty distributor.
If you are referring to the daytime running lamps (DRL) on Canadian Explorers not turning off when the parking brake is engaged, I believe that is a defective DRL module.
If the lights in your lock buttons remain on after the truck is powered off, you may have a problem with your fuse. It the light remaining on could be because you have an electrical problem in your Ford Explorer, as well.

No, a three phase motor will not start if one leg of the motor feeder is open. The motor will stay running once the motor looses a leg butnot for long if the proper motor protection is provided. The motor protection will sense theline failure and disconnect the motor from the voltage source.
