Why will a newly rebuilt Chevy 350 only start with the timing advanced about 50 degrees?

what is in the engine? something is wrong,it should run about 7 degrees or so, maybe the timing light is incorrect.need more info to correctly answer. Sounds like the distributor is a cog or two off - either that or the wires are shifted one off in the distributor.
