The neural safety switch is either bad or out of adjustment. If it starts when you pull up on the selector handle, it probably is an adjustment problem.

You don't say how high RPM's are but when you are in neutral or park so there is no load on the engine , the PCM cuts back on the fuel around 3,000 ? RPM to protect the engine
