if the engine only runs when gas is poured into the carb it is generally caused by plugged jets and/or stuck needle in the seat. if it has been sitting for a length of time the fuel has either crystalized causing the plugging or the ethanol has caused a problem. if it is a new unit, briggs recommends tapping the carb lightly with a hammer to loosen the needle in its seat. for one reason or another the engine is not getting fuel through the carb
There is no aftermarket for this carburetor kit at this time. It is only available from Briggs & Stratton.
The fuel filter for a Honda self propelled push mower with a Briggs and Stratton engine is located between the fuel tank and the carburetor. The fuel filter is only about one inch long.
Because your carburetor is not getting fuel to the engine - could be a plug in the fuel line or it could be dirt in the screen in the pick up tube in the carburetor. I would suggest you clean the carbutator.
Briggs and Stratton have their own website which sells genuine parts, (and they recommend that you only fit genuine parts!). However, parts are also available from Amazon and eBay.
Your Briggs and Stratton 5.5hp only runs with the choke on because it needs a tune up.
You can find the operator's manual for that engine at www.briggsandstratton.com. You will need to contact the manufacturer of the mower for the lawn mower owner's manual. Briggs and Stratton did not amke that mower, only the engine.

You can not set the timing. It is determined by the keyway between the flywheel and the crankshaft. It only goes in one place. You can adjust the coil, the valves and the carburetor.

It's a safety feature of the mower. Usually this only happens when the blades are engaged.
There is no way to adjust the timing on a 17.5 Briggs engine. The magnet is on the side of the flywheel and there is only one way the flywheel can line up. All you can do is make wure that the coil is gapped correctly.
The timing is not adjustable. The only way the engine can be out of time is if the keyway between the crankshaft and the flywheel is sheared. If it is in place and in good shape the engine will be in time.
