Canadian models use "daytime running lights" which are always on at a reduced voltage. A pulsed voltage from an electronic unit (~1993-1998), a resistor (~0.5 ohms) from 1999. Manual headlight switch overrides DRL. et cettra. I WOULD HAVE THE ON/OFF SWITCH CHECKED. THIS IS THE ONLY THING I CAN THINK OF THAT WOULD CAUSE THIS. UNLESS THERE IS A DELAY TIMER INSTALLED TO KEEP THEM ON FOR A CERTAIN AMMOUNT OF TIME SO THE DRIVER HAS LIGHT TO SEE WHILE ENTERING THE BUILDING. HOPE THIS IS OF SOME HELP. Well you could ram a flat head into the ignition and turn it to the on position then take steps
use a test light or a multimeter to check for power at the tail lights, check bulbs.
I would suspect a weak ground connection.
A bad ground wire is the most common cause of turn signals and brake lights not working. The ground wire connection might be corroded.
