I have a 2006 Altima and it is doing the same thing.
The thermostat on the Nissan Altima should be directly behind the alternator. This will be on the passenger side of the car and directly under a large heater hose.
Poor circulation from a restricted/plugged heater core. Try flushing it.
You have to be more specific what kind of actuator. The Nissan's have many different actuators: door lock, heater box, etc.
The heater core is under the passenger side of the dashboard inside of the housing that holds and covers most of the A/C an Heating system components. IT is NOT easy to change.

My 2005 Nissan Altima is doing the same thing. The car has no heat when the car is stopped. You have to be going at a steady pace for it to stay warm. I have had the car looked at, at a Nissan dealership but without paying $800 dollars it can't be fixed..and there is no guerantee that it will work after the work. The dealership guy said he has alot of people complain about the heater in the 2005 Altima. Nissian won't do anything about it he said.

jack up front end , remove coolant cap,turn on heater, turn on car rev up a bit. do this until heater blows hot air...

Begin by removing the water supply lines from your Nissan heater core. Remove the heater core retaining bolts. The heater core will come out.
For example a 2000 Nissan Sentra and a 2000 Daewoo Laganza are the same heater core but the Maxima is not..............

The controls for the "doors"(vent covers that direct the air)are run by vacuum. There cold be a vacuum leak of one of the doors is stuck.

Small brass tap located on top of the pipe/hose to the heater core . small and brass must be bled while engine is running at operating temp.
A car heater taps off engine heat. If you aren't driving, then the engine is cold and there's no heat for the car heater to use.

BIG JOB. Get a manual on your car from DISCOUNTAUTOREPAIRMANUALS.COM Haynes Manuals ~$25 at Auto Zone. It's not as hard as a late model. It will take time and patience. Take the glove box out. That is a good starting place.
