It is very likely that the root of the problem is the link between the handle and the latch itself. It seems to stretch with time. If you take the inner plastic panel off, you can see a bent rod coming down toward the latch then in to a clip. Take note of where the top of the clip is in relation to the ribs on the bottom of the rod, then pull it out and clip it back in, taking up a few ribs on the rod.
To open the door to do this work, there is a small plastic plug on the inside of the door by the latch. Remove the plug and try to look inside. Slide a screwdriver into the hole and under the piece of metal attached to the rod (that one which I was talking about before) then pry up and the door should open, giving you access to make the adjustment.
Open and shut the door several times, maybe even leave it off for a week or so to make sure it doesn't need more fine tuning. Once you're satisfied put the plastic back on and you've got it.
Dodge Caravan has child safety feature which will not allow the door to be open when the following conditions apply: 1) The car is in gear. 2) The gas door is open. 3) (The most likely) The switch at the drivers console is turned on. It allows parents to locked the passenger doors even if the kid unlocks the door manually it wil not allow the door to open period.
I have repaired both electric windows in my 1988 caravan. There is a white plastic track that the motor pulls and pushed and this is what opens and closes the window. It is located inside the door behind the door panels. Usually the track breaks, with age and you need to replace them.
