There are a few diagnoses of this problem. First, check the fuse box for a burnt fuse. Second, check the wires coming from the headlight housing. You will want to check if there are any breaks or splits in connections along one or both of the wires. Those are two preliminary checks, and if neither of those checks uncover the problem, you have an anomalous problem, and it will need some TLC.

Do you mean the check engine light does not come on when you turn the ignition on? Possibly the bulb is burnt out.
there are two elements in a headlight and the high beam part may be burnt out. It happens with people who bought cheap aftermarket lights and also people who leave the high-beams on too often (like back when the headlight covers were popular)

replace blown bulb then access body control module with a scan tool and clear headlight fault code , the headlight should now work

If the lights come on but just do not flash, then replace the flasher relay. If they do not come on check the bulb and fuse.
