The cooling fans have a failsafe mode to make them operate at all times in case of problems. Chances are there's a break in the temperature sensor circuit. Remove, clean and refit plugs around fuel filter.

I assume your talking about the engine fan, not the cabin fan. The engine fan is designed to come on only when the engine gets hot enough for it. I.E. the fan won't turn on in the dead of winter, or if you just start your car. The fan will turn on whenever the A/C is turned on though, as part of the Air cooling system.
A certain amount of the energy carried by the cooling water, is kinetic energy, from the circulation through the cooling system. When the engine is turned off, the water stops circulating. The kinetic energy contained in the water is converted to heat, thus raising the temperature of the coolant.
Whenever the AC is turned on, both cooling fans also come on. Otherwise, during normal operation only one fan comes on when activated to maintain correct engine temp.
