Why won't the back up lights work on a 1999 Jeep Cherokee when fuse is good bulbs have been replaced?

If you take the tail light apart you will see a thin piece of metal under a glued down oblong piece of plastic. The metal is what makes the connection to the bulbs. This metal may be rusted or broken. If so then you need to replace the tail light.
