The defroster vents might be plugged, but I imagine you've already checked that. It's probably a problem in the HVAC system like a loose or broken wire or a loose or cracked hose. It sounds like you might have to pull the shrouds or panels off from around the heater/ac controls to get at them, then remove, inspect, repair or replace.
