There could be many reasons why the horn is not working on this car. The clock spring may need to be replaced, the fuse could be blown, or the wiring may need to be replaced.

Usually the horn and cruise control go together because of the clock spring. It needs to be replaced and there is a recall for it.
Check for vacuum leaks,
just a guess, your fuel filter maybe stopped up?
It could be the relay or the fuse or the horn itself. Or, it could be all three!

The horn itself was always pretty feeble on the Corsa.You need to check the feedwire to the horn with a meter or a test lamp,If there is power and a good earth,you probably need a new horn.This involves partially removing the whole front panel unfortunately.There is a volume screw on the horn but it's not very effective.
The bearings are probably just stuck on the spindle, you might need a puller to help, hammering wont get it and will damage other things, it needs to be pulled off nice and slow.
