I have the same problems with my Ford Taurus and my mechanic said that during rainy weather water can get inside the door panels and short-out the motor. The motors in the rear window panels are cheapies in most cases. You may get lucky and the windows may start going up or down the next time you try (mine do.) Either that or see your mechanic. If you are mechanically inclined or have a friend that is, the best thing to do is take the door panels off and fix the problem. Good luck Marcy
Have it checked for codes, the throttle position sensor has probably failed.
Check for a blown fuse
It is inside the door, bolts to the regulator(the linkage that moves the glass up and down).

Down the dipstick tube.
The front passenger window will not go down on a 93 Jeep Grand Cherokee if the motor or switch has failed. This is common when water gets inside the motor.
sometimes this is caused by the blower resistor heating up and shutting the circuit down, or it could be in the blower itself heating up and shutting down.
NoNo
AS far as the windows and lights, you have broken wires in the door jamb harness.
