Remove the wiring harness from the back of your 2003 VW Jetta. Remove the headlight assembly retaining bolts. The headlights will come out. Reverse the process to install your new headlights.
No, it's not normal. Some 2003 Vibe's have automatic headlights triggered by a light sensor. If you leave the headlight switch in the middle setting between "on" and "off" they will come on by themselves when it's dark. If you turn them off the daytime running lights will still come on and the high beams will still work but the headlights won't come on automatically at night.
Switch on the headlights. Hit the windshield washer stalk, wipers and wash will come on, as will the headlight wash.
Headlights have a thermal circuit breaker. A short to the headlight (positive to ground) will cause the breaker to trip. The breaker cools and the lights come back on till the breaker heats up. Find the short and fix it.
The Ford focus can have LED will headlights. The LED headlights do not come standard on the vehicle and will need to be an aftermarket addition.

You have a bad LCM (lighting Controle Module)... They are not cheap, but common to fail on these and Crown Victorias. Dealer part, usually runs $525.00 to $550.00
Auto headlights come on when it is dark. Daytime running lights are on whenever the engine is on. Both are optional equipment.
