It may be the battery, the alternator, the cables between them or any combination of these. Now of course the battery is dead, or you wouldn't need a jump in the first place. But once jumped, an engine should run off of the alternator alone. When it won't, the causes are either a bad alternator, a bad connection, or a short in the battery. You will need to have each of these tested; but the culprit is usually the alternator in this sort of instance. The battery may be ok once re-charged, but more likely it has been run-down so badly that it will never recover fully.
But before you replace the alternator and battery, be sure to have the connections tested. It's a long shot, but it could be as simple as a dirty or loose terminal connection.

Effectively all the fuel that it burns while idling. You are getting 0 miles per gallon while idling.
You either have a shorted out starter are the starter wires are shorted out.
Best and easiest way to change battery in any Volkswagen. Remember if your computer loses power it will go into limp mode and you will find yourself at the dealership for vag-com. Have a friend with a good battery and a set up jumper cables and hook cables from his battery to yours, loosen battery terminals on your battery and carefully remove battery with out knocking the cables off (remember keep power to the battery cables on your WW). Carefully install your new battery and tighten the terminals. With jumper cables still hooked to your car start your engine, then remove the jumper cables. I would then take car for a short drive to ensure that there is a full charge to the battery you just installed.

If the tractor had a battery in it when you were jumping it, there is a chance that the battery is bad. Try unhooking the tractors battery and trying again. Hook your jumper cables to the battery cables themselves without being attached to the battery. If it runs then just replace the battery. A battery with a short in it will keep the mower from charging and could cause it to die. If there was no battery in the tractor when you were jumping it, then the tractor is not charging and will have to be diagnosed as to what the problem is.
It is supposed to keep idling when you put it in park, unless you turn the ignition key off.

It sounds like the idle is set too low, if you want to check your battery and alternator bring the truck to an Auto-Zone in your area, they will test them for free.
use jumper cables put them from your car onto another car to keep power to the car while you replace the battery if you don't have jumper cables some light insulated wire will do too it is also possible to get a cigarette to cigarette socket charger makes doing the job bit easier just let the key on and the power comes from one car into yours through the cigarette lighter socket
I connect a spare battery to the system with jumper wires, positive to an accessory post on the vehicle and the ground to a good engine ground. Keep in mind the vehicles positive battery cable will be hot even after the vehicles battery is removed.
