Sounds like the coolant temperature sending unit (CTS sensor) It detects the current temperature of the radiator fluid and determines whether it should choke the throttle body or not. It usually screws into the intake near the thermostate housing. Trace the top radiator hose to the intake / thermostate housing location and you will see it. Usually has 2 wires going to it.

The 1995 Chevrolet S 10 4.3 engine will interchange with the 1998 S 10 pickup truck. The motor mounts and the wiring harnesses are exactly the same. The fuel systems may be different. The 95 may have the throttle body fuel injection (TBI). The 98 is probably the CSFI (Central Sequential Fuel Injection).
The fuel filter is located on the driver side under the frame just between the wheel and cab.
The 96'-98' vortec 350 has 8 fuel injectors that are contained inside the intake manifold. the vortec uses whats called csfi which is called central sequential fuel injection it has 8 electronic fuel injectors and 8 mechanical ones thesa are the ones that deliver the fuel.
The 1996 Chevrolet Silverado no longer came with throttle body fuel injection. It probably has the central sequential fuel injection system (CSFI) where each cylinder has its own fuel injector.
Possibly something wrong with CSFI ( central sequential fuel injection)system. Or maybe wrong fuel pump installed. If fuel system is TBI (looks like a carb.) then maybe aproblem with fuel pressure regulator. You could also have an electrical issue, check for power at the the fuel pump. Uses a fuse and a relay ( both under hood)
I have a 97 Chevy extended cab , 454 engine . My filter is located on the inside of the frame rail just about midways the driver side door . some.Look along the inside of the frame rails between the tank and the engine compartment. A large number of Chevy trucks have the filter located on the left-hand side (left and right are always from the sitting position in the driver's seat) in the frame rail roughly around the center of the truck. If you do not know what it looks like the standard is an aluminum can appearance silver in color with a fitting on each end. Usually takes a 15mm and a 17mm to unhook from the lines and a 10mm to remove the bracket. .
