I'm not sure but it could have a bad cam or crank sensor. Check with your local parts store and see if your car has one or both of these sensors. Here's what I found, (this was on a 96 and they have Throttle Body Injection, so I don't know if this helps, but I have a 92 metro vert as well, and it has TBI too) and lucky for me I had a parts car. I had spark and fuel to TBI, but TBI was not releasing any fuel. I replaced everything, crank sensor, TBI, and all sensors, I was going crazy. It ended up being some kind of square rectifier 2x2" on the drivers upper fire wall that has another sensor attached on the assembly. Swapped them out (whole assembly two 10mm bolts) and she fired right up.
carb. adjustment, fuel filter or the engine is shot.
The engine needs fuel, spark and compression. You are missing one of those.
spark plug gap, gas/air mixture on carb.
My 1999 Chev. Metro has fuel injection. I doubt that any of them were carbureted.
Try spraying carb cleaner directly into carb to see if it fuel related.
Start by checking your spark if you don't have spark check the spark plug. If the spark plug is ok then check your flywheel - It may have rust on it. Clean it up and clean up your coil and see if you have spark. If you still don't have spark change your coil. If it has spark and no fuel - clean your carb.
You forgot fuel make sure you have fuel pumping to carb or injectors which ever you have.

try spraying carb cleaner into carb and try to start if it fires then u have spark and comp then remove the covers one side at a time and spray with carb cleaner some time the screen gets a film on it
.045 is a good place to start with HEI.
Put gas in the carb. then try and start it if it starts you should check your fule lines and carb. If it does not start.Try a compresion test.If it reads 0 you may have a bent valve or rings might be bad.
the dipstick is on the passenger side of the engine next to the carb. yellow stic with loop at the handle.
