Sometimes wear on the key and/or ignition barrel can cause this. sometimes the steering lock is under load , and jostleing the wheel while turning the key can help.Try a little squirt of WD40 down the key hole.
It may not be connected right.

Older Chevy's have a steering lock when the key isn't in the ignition.
Vehicles with the ignition switch on the column, you must first pull the steering wheel off, move the turn signal mechanism out of the way and then you can get to the clip or pin holding the ignition switch in place. / before you replace it make sure it is not just the tension of the steering against the lock that keeps it from turning move the wheell back and forth briskly while applying turning motion to key
OPTION A: put key in ignition, it MUST BE IN RUN POSITION, (i know you said wont turn, but this is how it has to be) locate the stake pin under the column (directly under the ignition lock, sometimes there is even a hole all the way through the plastic to the stake pin and no disassembly required), (its a little hole) put a paper clip or scribe in there until you feel the spring tension, wiggle the lock mechanism out. on that model you have to build the lock to fit the key tumblers BECAUSE OF THE MICROCHIP in the key, DO THIS FIRST. place the lock back in, you will hear a click (again must be in run position)OPTION B: if you cant get it into the run position, you HAVE TO DRILL THE LOCK OUT. OR DISASSEMBLE THE ENTIRE IGNITION AND DRILL THE STAKE PIN IN THE BOTTON OF THE LOCK. again, the lock MUST be in run position to remove the lock mechanism.good luck, its a nightmare, done several of them.
try compressed air un the cylinder the key cylinder are greased and pocked lint and debree build up until it wont work you can also try a small amount of brake parts cleaner and comressed air at the top and the bottom of the key hole
So it would seem. If the ignition is in the column it may also be jammed by the steering wheel lock. Try turning the steering wheel and holding it while turning the ignition key.

try putting transmission in neutral, then try ignition also check to see if steering wheel is not turned and applying pressure on steering lock in column to do this try to move steering wheel if this is problem it will only move one way , which would be in direction needed to straighten wheels.if it doesnt move one way but does the other way, when you move steering wheel u should be able to use ignition switch
Go to dealer, expensive, have to get one through them so key is the same as the original so you don't need two keys, door/ ignition. Tear apart steering column.
