If these are power windows, more information is needed to attempt an accurate answer. Assuming the car is 2 door and both windows are afflicted with the same problem, this is an electrical malfuction of the window circuit. Here are some quick tests and possible solutions. When the windows are down, will the windows move up at ALL using the master switch (driver's side)? Does the passenger switch move the window at all. If the windows move very little then stop, then move in little increments after that, the window motor is overheating and it's tripping a self resetting circuit breaker.
