You can only engage or disengage low range if you are at a stop, foot on the
brake and the gear shift in N (Neutral) if it like my 1999 model
it could be a couple reasons...for starters...I'm not too familiar with the 97 but I'm wondering if's it electronic 4x4 to 2x4 or is a manual lever...only work I've done on a vehicle that was 4x4 for that same reason was underneath the vehicle...there's your shifter linkage to shift from 2x4 to 4x4...I'm guessing there's a tightening screw on the lever that connects the lever to the transmission linkage...because you should be able to take them both apart for removal of the transfer case...try to go under the vehicle and manually switch the linkage with your hand or other tool to see if the light goes out...if that doesn't work...there's something wrong with the sensor.

Could be the soleniod is stuck in the 4x mode. Its the electrical component that switches from 4x to 2x.
