This is a common problem on the B3500 van. The first thing to do is wiggle and jiggle the shifter. There is an adjustment in the automatic transmission shifting linkage. A mechanic adjusted this when I bought my 1998 1 ton Dodge van (it had the problem at only 18k miles).
The reverse lights are not adjustable.

It only allows starting when in Park and Nuetral. It also is the reverse light switch.
You can begin by removing the wiring harness from the back of your 1998 Dodge Grand Caravan alternator. Remove the alternator belt. Remove the retaining nuts. Reverse the process to install your new alternator.
This is a safety feature that polaris has on all their vehicles. It is to ensure that you will not achieve high speed in reverse as it is very dangerous. You must find the "reverse override" button. While you are in reverse, hold down the button and you will be able to go full blast in reverse and engine will run normal in reverse.
disconnect the brake hose then remove the 2 10mm bolts and its off install in reverse and bleed the line
The backup light switch is mounted on the transmission casing.

Check the linkage between the shifter and the transfer case. If its ok, go in reverse for about half a block and then try to engage it. If that doesn't work, maybe you have a vacuum leak somewhere.
