A number of things. The fan relay or temperature switch may be bad (electrical fans), the fan clutch may be worn out (older vehicles), the radiator could be clogged internally, too much debris in front of radiator (air can't get through to cool collant), blown head gasket, or a cracked head. Also the thermostat could have been installed backwards.
There could be many reasons. Not enough coolant or bad flow, faulty thermostat, low oil. If the coolant freezes then it will overheat. If your car continues to overheat then you should have the coolant flushed and thermostat replaced.
Usually the car would run cool, unless the thermostat is stuck partially open.

U NEED A THERMOSTAT. THAT IS WHAT HOLDS THE COOLANT IN THE RADIATOR, SO IT CAN COOL DOWN BEFORE IT GOES BACK IN THE MOTOR.
By itself, the thermostat would have to be stuck closed causing a severe overheat condition to cause a loss of power.

If you drive the Dart like I would (like a bat out of hell) the car would most likely overheat from fast acceleration, and more strain on the engine than what is needed. If you drive legaly, it could very well be the thermostat. Be sure that you use the correctly dilluted antifreeze.
