Things to look for:

1. Overload on the circuit

2. Defective capacitors on the power supply. Look for the electrolytic ones that smooth the output of the rectifier.

3. Defective motherboard

4. Defective CPU

5. Invalid switch or jumper setting on the motherboard. On ASUS motherboards with a dual BIOS switch, the switch can be easily moved by a cable sliding by it. If it is in the center position between A and B, the computer won't work.
