Things to look for:
1. Overload on the circuit
2. Defective capacitors on the power supply. Look for the electrolytic ones that smooth the output of the rectifier.
3. Defective motherboard
4. Defective CPU
5. Invalid switch or jumper setting on the motherboard. On ASUS motherboards with a dual BIOS switch, the switch can be easily moved by a cable sliding by it. If it is in the center position between A and B, the computer won't work.

Computers require their own internal power supply because the power required to power most newer computers, especially with high-end graphics cards, would require a bulky power supply which wouldn't be ideal in transporting computers or aesthetically. Also, with all of the other internal parts of a computer, some type of power interface would be necessary within the PC anyway, so why not just bundle it all together?
