Why would a girl say it is not the right time to have a relationship and break up with you but say she still loves you yet she flirts with other boys to make you jealous?

Unfortunately, it sounds like she's hoping to keep you on the back burner, in case she doesn't find someone else she'd prefer to date. She will keep contacting you (especially if you attempt to stop contact) and asking to be friends so that you keep hoping she'll change her mind and want to be with you. What's she's doing is selfish; this isn't the "wrong time" for a relationship in her mind, she just doesn't want to be in a relationship with you. The more you try to be her friend and hang out with her, the harder it will be for you to see your relationship with her in the past and move on. Don't hate her, but back off from being her friend---stop contacting her and avoid her calls. The less contact you have between her and yourself, it will be easier to see what she's doing and you will notice your feelings are less intense about the whole situation.
