If the unit is a heat pump, and the fan switch is set to ON, the unit compressor will cycle to maintain room temperature. Thus, it would blow hot or cold, depending on if the compressor was on, and the thermostat was calling for heat. Turn the fan switch to off, and let the thermostat bring the fan on. Not working part, no comment on that.

They are entirely different systems. One does not control the other. You have a problem in your heater core, heater control, water circulation or hoses.

A person would need a propane water heater if they lived in an area where heat would be needed. Some people who live out in the country and don't have access to other types of heaters.
It is very possible that it is stopped up. Remove both heater hoses from the engine. Take a water hose and flush through one hose until it is clear and then do the other. Do this 2 to 3 times to be sure the water runs clear.
mostlikely the jeeps been off road and mud and grass, or muddy water got to your heater core area,letting the smell airgate through out your heater when turned on.
A temporary fix would be to pull both heater hoses and connect them to each other, then don't worry about the heater core leaking. It's summer in the northern hemisphere, and you don't NEED a heater.
