I will answer my own question,as I managed to track down the problem myself. There is a relay that kicks the blower into high speed that is mounted just above where the blower is on the firewall that relay is controlled by the dash switch and probably something else. The feed (power) for the high speed relay is tracable all the way back to the back side of the fuse block on the inside of the engine compartment on the fire wall right behind the battery. There is a plug that connects to the smaller battery terminal lead that feeds the fuse block and this plug has 4 larger wires aproximately #10 wire coming out of that plug. This appears to be some sort of in line fusing arrangement. The far right hand wire is the power source for the high speed relay. This feed was open inside the plug as in goes into the back of the main fuse block. It seem to have gotten hot and melted the plastic around the connection on this plug . Cleaning the melted plastic out and doing the best I could to reestabliish a good connection has allowed my blower to run on high speed again. If the problem reoccures I will have to pick up a new feed for the relay probably right on the terminal that feeds the fuse block itself. Any suggestions as to how better do this is welcome.

Probably your blower motor speed resister is burned out.
If the one speed it works on is high speed, it is the blower motor speed resisitor that is bad.
The fuse. The blower motor speed resistor. The blower motor relay. The blower motor switch. Check for power at the blower motor connection.
Replace the blower motor speed resister.

Need to know what year. FYI, the relay for the blower motor only operates the high speed function. The lower speeds are operated by means of the blower motor speed resistor.

The blower motor speed resistor is burned out. The resistor is usually found close to the blower motor. Auto parts stores carry that part and it is easy to replace.

Swap the relay with a known good one, many of the relays are of the same part number. Keep in mind that the blower motor relay only controls the high speed function. The blower motor speed resistor and the blower motor switch controls the lower speeds.
Should be behind the glove box. The blower motor speed resistor is located under the hood, on the firewall, passenger side, close to the blower motor.
