Why would a power steering pump suddenly go out in a 2002 grand prix with only 60k miles and could this cause a problem with the rack n pinion go out spelled wrong?

You may have the lemon pump, if this is all that goes wrong count yourself lucky. I've heard about the rack going bad, this may have affected the pump, not the other way around.

You may want to check this with your dealer, but not too recently the cav and sunfire had a recall on the power steering. Something about a bad gear and power failure when making left hand turns.
