Likely either the motor or the rack&pinion is shot.
try looking at your power steering pump belt it could be slipping
The squealing could be that you need to add power steering fluid. Also you should check the belt that operates the power steering pump, if bad replace it. If the power steering pump is full and the belt is ok, then you may need to replace the power steering pump.

Power steering pump drive belt has broken, or pump has failed. Also make sure the pump reservoir is full. after all that.. the rack an pinion might be broken.. if so.. yah gonna need to get a rack

If you cannot see a power steering belt or pump under the bonnet, chances are the power sterring is ran by an electric pump. Check your fuse box diagram to see if it is listed.It will be a fairly large fuse, and if its blown PAS wont work. Hope this helps.
Common problem, easy solution, three possibilities only. Either, the power steering fluid is low or one of the belts at the engine need to be replaced or the power steering pump is worn and needs to be replaced. Check to see how much fluid is in the power steering pump, if full then replace every belt on the engine, if the sound goes away then you are done, if not replace the power steering pump.
drive belt slipping. adjust by taking up little slack or if worn replace belt and adjust tension correctly.

you should have the pump pressure tested.the pump pressure ranges from '''500psi to 1,000psi'''depending on the vehicle(yours should be rated at maybe 800psi being that its a full size heavy duty). anything below this indicates power steering pump problem. make sure that the belt is thighten properly and that the pulley is not just spinnig without turning the shaft.
Squeaking tires has nothing to do with the power steering. If you are talking about a squealing power steering belt, then the belt is either loose or worn out and needs replacing. If the pump itself is squealing, and the belt is tight and in good shape and fluid level is full, the pump is bad. on my 1995 dodge neon the AC compressor had seized and since this unit shares the belt with the power steering pump the belt used to squeal like crazy and eventually would break. if this is the case you can go to the dealer and get a belt that would bypass the AC compressor (leave out of the loop) and of course there would be no AC in the car. i had the same problem w/ my 95, i just cut the belt, drove home and bought a 41 INCH belt to bypass the a/c I had squeeky brakes on my 96 dodge neon (expecially after it rained). I just cleaned them off with an air hose and then believe it or sprayed a little window cleaner and wd40 on the drums..ect. I also hear washing with dish soap works as well.
