Any person who is over-controlled is likely to slip the leash at the earliest opportunity. From direct observation, a tight leash simply means the person will be more inventive when it comes to a reason to escape. Intentionally frustrating your mate, be they man or woman, is unlikely to be to your advantage in the long run.
I happen to know about four men who are in this type of situation, my ex being one of them. Ha-ha! These women are usually controlling, insecure of themselves, and insecure of their marriage/relationship with their husband because they managed to "trap" these men by getting pregnant. (at least that is the case with the men I know in this tight leash situation). It is very unbecoming of a man who subjects himself to it just to keep the peace and, for me personally, it's difficult to respect a man that allows a woman to do this to him. This is no way to live. It shows to everyone that SHE is the boss, SHE wears the pants, and SHE sets down the law. I thoroughly dislike women like that and it is obvious to many what the real issue is with them. I think they are pathetic.

Your dog should be on a tight leash and when your dog doesn't listen you pull fairly hard on the leash until the dog is beside you. Stop, hold him in position. Then started walking and sternly say 'heel' and keep him to your left side on a tight leash. Keep pulling the dog by your side whenever he strains on that leash. It just takes a few times and they'll get the message. Be sure to praise your dog when it does the right commands. If you have a rather large dog and it's more than 2 - 3 years old then a training group (you can phone your vet or Pet Store to see which ones are available) would be a good thing to go too. Sometimes some dogs will listen to the trainer before the owner. The little darlings. LOL
An Extending leash will givee your puppy more freedom to wander,while letting you keep control.

When u walk him on a leash you should move the collar, preferably a choker chain, up to where it is directly behind his ears. Keep the leash tight to where he is required to stay right next to your leg. As he tries to pull away tug on the leash, controlling his head will control his body, like a horse. Likewise do not allow him to be distracted. If he tries to look to the side turn his head forward in the same manner.

You can't get them to walk on a leash normally. This is because they are not dogs and wander everywhere when they are on a leash. You can buy leashes from pet shops but you have to keep in mind that the guinea pig will not follow you, you have to follow it.
