Why would a young couple both continue to smoke heavily and then complain that they are short on money for their child care groceries rent and other bills?

Perhaps because they never learned how to take responsibility for their lives and their actions, which includes prioritizing one's personal issues. There really is no excuse for smoking other than it is a personal choice. Obviously it is an expensive habit and extremely detrimental to the smoker and those persons who are around them especially children. If children are involved in a situation where they are not properly cared for, the state's family and human services or child protection services should be notified at once. An investigation will be done and the appropriate action will be taken. The person making the claim should consider the seriousness of their actions and the real possibility that any children involved can be removed from the family home and placed in protective custody. It is the moral duty of all adults to report any suspected abuse or neglect of a child, elderly person physically or mentally challenged persons or indeed anyone who is unable to "help themselves".
