Why would breaktail lights remain on after the car is turned off the fuse has been replaced but the problem persists is this an electrial issue and how much would it cost to be fixed?

If brake lights remain on - check the operation and adjustment of the stoplight switch usually located at the upper end of the brake pedal
My lights remained on all day, draining my battery. I found a shim on the upper brake pedal linkage between the linkage and the light switch. The shim had rotted out -- if you're lucky, there is a spare in the hole next to it. If not, locate a new one.

The problem is almost definitely your neutral safety switch. When you jump the solenoid you are bypassing it. The problem is your starter is going and needs replacement
