Probably not usually. For an idler pulley to put so much drag on the belt system that it stalls the engine, it would break or throw the belt altogether before the engine could actually stall.

Good quality oil, no short runs, always get the engine up to temperature, regular oil and filter changes, regular engine flushes.
Hitting a big pot whole, or bump. Jamming on the breaks and not letting of the gas in an emergency stop situation. This would all involve inferior parts on the vehicle.
Its battery could die and the engine would stop running. Or a cable plug could have been unplugged and the car would stop, the only real reason it would do this is that the car would hit a large bump or halt at a sudden stop.
Stop hitting them. That would be a good place to start.

a bump stop is a rubber placed in the shock absorber piston to prevent it form bottoming out.
