After a bit of head scratching, we decided to disconnect the battery to see if it'd clear a problem with the computer if that was the source of the problem. That didn't work. I hooked up the OBDII scanner to it and cleared an anti-knock sensor fault, and any other faults, but that didn't change anything either. Finally, as strange as it may sound, we removed the batteries from the two key fobs, and viola! it quit. So, since we hadn't replaced the batteries in a LONG while, it appears the key fob goes bonkers when the batteries are low.

If you just barely touch the brake pedal the brake lights will come on but the brakes will for all intent and purpose not be applied.
