You can't really 'give' an opinion to someone. But if everyone in a community or country were to have - or rather, express - the same opinion, it would usually mean that several people are under great (peer) pressure to keep their dissenting opinions to themselves. North Korea is a case in point. The exchange of different opinions and an openness of mind towards dissenting opinions and convictions is the stuff of which progress in science and culture is made.
