1) It could be a loose, broken, or corroded wire(s).
- Check the wiring harness between the door and the vehicle for damage.
- Check the connection at the switch for looseness and damage
or
2) It could be an Aftermarket Remote start or Auto alarm.
- Have the aftermarket unit tested for a short.
- Check all wire connections where they have been spliced in during installation.

I don't think you can, unless you disable the whole electronic locking/unlocking system. It's a safety feature on many cars; once they hit about 15mph, the doors lock. (Just curious; why is this a problem for you? Makes it harder to push someone out at 50mph?)
